Electric_EUI_Exceeds_Month_Target
This algorithm evaluates electricity usage over the period of this month. It returns true if the monthly electric EUI for
the site exceeds the target EUI (Energy Use Intensity, or energy per square foot per year). EUI is based on the last available
Area. A false result indicates that EUI did not exceed the monthly target.
